Conservation Commission Minutes 6/13/17
CONSERVATION COMMISSION
Town of Monterey, Massachusetts
                                                                        
MEETING DATE: June 13, 2017
Present: Claudia Crane, Dominic Stucker, Dennis Lynch and Rebecca Wolin
The meeting convened at 6:00p.m.

Gelbard – 19 Limerock Lane – NOI – demo existing home, construct new home and septic (T. Lovett is the project manager)
Shannon Boomsma of White Engineering was present for the hearing which was continued from the May meeting as we had not yet received comments from Natural Heritage.  Minor changes were made to the deck.  The Commission approved the project as proposed.

Allen - 148 Main Rd – present planting plan (D. Stucker is the project manager)
The Commission met with Ben Naylor from Berkshire Engineering and homeowner Andrew Allen to review the planting plan for this project which was issued an Order of Conditions last month.  The Commission did state for the record that abutters have submitted an appeal to DCR.  DCR and Counsel has said that the Commission can review and act on the planting plan however the applicant/homeowner cannot act on anything until DCR makes their decision.  The Commission approved the planting plan as presented.

Ehrlich – 28 Northwest Cove Rd – RDA – remove existing 8x10 deck and rebuild a 10x16 deck (D. Stucker is the project manager)
Roscoe Warner of Warner Builders was present to review the project details.  The Commission approved the project as submitted.

Smith – 680 Main Rd SMANOI 17-07 - to clear 5+/- acres of forest and brush, install driveway, septic well and build a single family home with garage and small barn (R. Wolin is the project manager)
Jared Smith, owner was present to review the project with the Commission.  He originally met with the Commission back in 2013 for permission to clear the property.  Agricultural use and construction plans were reviewed.  The Commission approved the project as proposed.

24 Laurel Banks – Request for Certificate of Compliance
This request if for an NOI originally filed in 2000 but there is no documentation on file for it.  The Commission continued this to the next meeting.

For Discussion:
  • The Commission discussed the fact that the owners of 4 Point Rd which were sent an enforcement order for work in the buffer zone without a permit and were to file a NOI for the May meeting have yet to file any documents.  The Commission will look into their options to the unresponsiveness from the homeowner/engineer.
  • The Commission discussed project reviews that have been submitted since the last meeting.
  • Mail was reviewed.
  • Minutes from May were approved.
  • Dominic provided the Commission with an update from the Lake Garfield Working Group.
